Massive Recruitment by African Petroleum Producers Association (APPA)

The African Petroleum Producers Association (APPA) an Intergovernmental Organization serving as a platform of cooperation, collaboration and exchange of experience between African Petroleum Producing Countries with Headquarters in Brazzaville, Republic of Congo is inviting application from suitably qualified candidates to fill the vacant position at the African Petroleum Institute (AFPI), an organ of the Association.

 The African Petroleum Institute (AFPI) was created in March, 2012. The objectives and responsibilities of AFPI are as follows:

(i)                To train high level human resources in the oil and gas sector on behalf of the APPA Member Countries by having recourse to the most advanced training methods;

(ii)             To contribute to the cooperation among training institutions of APPA Member Countries, facilitate exchange of experience, trainers and joint utilization of infrastructures;

(iii)           To establish and maintain close working relationships with the Pan-African University on Water Science, Energy and Climate Changes; To carry out study and project entrusted to it by the Statutory Organs of APPA.

Position: Managing Director

 

1.       Participate and supervise the setting up of the Institute’s strategy, policies, work plans, activities, training programs design and implementation.

2.                Take all necessary measures to achieve the Institute’s objectives and implement its strategy and policies.

3.      Supervise and follow up the implementation of the institution’s market penetration police and plan of action to become the most outstanding African Energy Training Institute.

4.                Supervise the process of assigning higher calibre trainers.

5.       Monitoring and follow up in cooperation with his assistants, the implementation of the institute’s training programs according to the international norms and standards.

6.       Supervise the investigation process of determining all African oil and natural gas entities’ training needs.

7.       Cooperation with all national, regional and international training institution in order to guarantee the transfer of the most up to date necessary knowledge; know how, effective and efficient training programs, procedures and methodologies.

8.       Supervise the day-to-day activities of the Institute.

Qualification Required

  • Holder of an appropriate and relevant scientific university degree: MS degree or PHD is considered as an advantage.
  • Excellent knowledge of English and France Languages.
  • Good command of all computer and information technology skills.
  • Have at least 15 years of experience in the oil, gas or energy field. Have proven experience in managing or training activities in reputable firms, ministries or government related Institutes.

Position: Operation Manager

  • Supervise the implementation and application of the Institute’s policy in all operational processes, after approval by its Board of Directors.
  • Plan training programs of the Institute in all operational areas, control their implementation and update educational materials.
  • Supervise and follow-up on the implementation of training programs in all disciplines.
  • Supervise and follow-up on project and studies with the aim of ensuring the integration of training programs and other connected activities.
  • Maintain the link between practical and technical expertise and the academic studies in the educational institutions, through agreements and protocols of cooperation with universities, institutes and centres of scientific education.
  • Manage cooperational relationships between the Institute and the Oil &
  • Gas Skills Company (OGS) where the headquarters of the Institute could be situated.

Main Qualifications

  • Highly qualified, particularly in the area of engineering or the various sector of geological sciences and scientific expertise, not less than 15 years of work experience.
  • Teaching at the university will be an added advantage
  • The ability to supervise and guide

Position: Accountant of the African Petroleum Institute

  1. Establish, maintain, and coordinate the implementation of accounting and audit control procedures.
  2. Monitor and review accounting and related system reports for accuracy and completeness.
  3. Prepare profit and loss statements, quarterly financial  and  cost accounting reports.
  4. Prepare and review budget, revenue, expense, payroll entries, invoice, and other accounting documents.
  5. Analyze revenue and expenditure trends, recommend appropriate budget levels and ensure expenditure control.
  6. Explain billing invoice and accounting policies to staff, vendors and clients.
  7. Resolve accounting discrepancies.
  8. Recommend, develop and maintain financial data and bases, computer software systems and manual filing systems.
  9. Supervise the input and handling of financial data and reports for the company’s automated financial systems.
  10. Coordinate with the financial department of the Oil & Gas Skills company (OGS) and APPA Fund, on issue relating to funding and expenditure issues.
  11. Interact with internal and external auditor in completing audits.
  12. Other duties as assigned.

Main Qualifications

  1. Bachelor Degree in finance/Accounting
  2. 10 years experience in the financial and accounting fields
  3. Certified CPA or CMA or equivalent.
  4. Excellent knowledge of English and French.
  5. Supervision and leadership capacities.

Position: Chief Information Technology and Web Resources, Principal Administrator of Appa Databank

The applicant of this post shall manage the activities relating to the development of the APPA Databank and the APPA Secretariat information system in compliance with technical and government standards.

Qualification Required

  • Holder of an engineering degree, A Level +5, in computer science.
  • Completion from a great renown Engineering School will be an added advantage;
  • Be proficient in the administration of Internet system based on Linux, Apache, My SQL and PHP. The certifications CCNA, CEH, Comp TIA, Linux +, RHCT, LPI or others in this domain are additional advantages;
  • Be proficient in the administration of system and corporate networks under Windows Active Directory and Exchange email. Microsoft MCSA certifications or other in this domain is an additional advantage;
  • Have a good experience in managing IT projects and the conduct of changes in organizations. ISACA certifications CGEIT, PMP or other in this domain are additional advantages;
  • Ten (10) years of relevant working experience in the field of managing IT system (application, infrastructure and networks) within a renowned company, a .public administration, or a regional or international institution;
  • The candidate must show proof of a good analytical and communication ability;
  • He or she must have good skills in teamwork, collaboration and leadership;
  • A perfect knowledge of English and French (spoken and written) is essential;
  • He/she should also posses the aptitude of team work as well as aptitude of organization dynamism, availability and integrity;
  • Mastery of technological evolutions in the NICT fields;
  • Knowledge of the oil and gas industry is essential.

Age Limit

The candidate must not be less than 35 years of age as at the date of submission of this application.

Responsibilities

  • The Principal Administrator of APPA Databank is responsible for:
  • Supervise and lead a team of APPA Databank Local Administrators (including at least one in each Member Country responsible for collecting and recording information in the Databank;
  • Manage the technical infrastructure of the Databank;
  • Ensure technical coordination of preventive, corrective and evaluative maintenance activities related to the Databank;
  • Manage relationships with external service providers of the Databank;
  • Identifying the dysfunction as well as their consequences and propose appropriate measures to correct same;
  • Ensure availability and sustainability of the Databank in connection with various providers;
  • Ensure data quality;
  • Implement a development strategy for the information system fully in line with strategy and objectives of APPA:
  • Ensure the implementation of an information system in governance with clearly defined roles, responsibilities, monitoring and control;
  • Establish an application portfolio covering all the features of the process of APPA Secretariat;
  • Manage IT module infrastructure, stable, scalable and secure to the performance of the Information System;
  • Ensure the availability of the information system, its security and the sustainability of infrastructures;
  • Ensure the quality of deliverables in compliance with costs and delay;
  • Carry out all other tasks within the context of its duties which may be entrusted to his/her care by the Executive Secretary or his Assistant.

Remuneration

Remuneration and employment benefits of the post are comparable to salaries of international organizations of similar positions and this is in line with the salary scale and allowances applicable at APPA Secretariat. The contract related to this position is a three (3) years term mandate, renewable twice if satisfactory.
